INTERIOR REGULATIONS




The object of the Interior Regulations is to specify the Statutes of the Euro-pean Committee for Sports History (CESH).



1. Members and Fellows


1.1. Fellows


In accordance with article 4 of the Statutes, all Fellows, non-resident fellows, honorary fellows and non-resident honorary fellows constitute the College of Fellows. The latter is autonomous and decides matters at its own discretion. It elects a President who may or may not participate in the Directing Council and who is in charge of bringing together the candidates for the positions of President Elect, General Secretary and Treasurer in order to put them forward at the General Assembly. In order to do so, he consults the College of Fellows on the internet and, two months before the General Assembly, proposes candidates to the College of Fellows.


The term of office is four or two years. The election takes place two years or one year before and/or after the election of the President of CESH, with the possibility of one re-election. The President of the College of Fellows appoints a Secretary of her/his choice. The College of Fellows puts forward new candidates for the Directing Council to the vote of the General Assembly. If the General Assembly does not accept the College of Fellows’ candidates, the Fellows then – after a time-out – put forward new candidates at the same General Assembly. The College of Fellows elects its new Fellows, non-resident fellows, honorary fellows and non-resident honorary fellows with less than 10 % of negative votes.


The President of the College of Fellows organises, in co-operation with the President of CESH, a meeting of Fellows one day before every annual General Assembly.

1.2. Members


Exclusion


A member may be excluded on the extraordinary decision of the Directing Council and with the consent of the majority of its members present. Before such an action the member concerned must be given a chance of a written vindication.


Resignation – Death – Disappearance


The member resigning must notify the President and the other members of the Directing Council of his/her decision by a simple letter.



2. Directing Council


According to Article 6 of the Statutes, members of the Directing Council have the following rights and duties.


2.1. The President in Office of CESH


- Is responsible for relationships with the outside world,

- organises life in CESH, and ensures its smooth functioning,

- signs important acts,

- convenes the General Assembly and decides on the agenda with the other members of the Directing Council,

- in case of necessity he/she may give his/her proxy to the Past President or to the President Elect,

- together with the President of the College of Fellows and the President of the Scientific Committee of the annual CESH congress, he/she co-ordinates the meeting which decides on the Award winners.



2.2. The Past President and the President Elect


- Participate in the smooth functioning and in the decision-making of the Directing Council.



2.3 The President of the College of Fellows


- Fulfils the function described in Article 7 of the Statutes.

- Co-ordinates, in agreement with the CESH President and the President of the Scientific Committee of the annual CESH Congress, the meeting which decides the Award winners.



2.4 The Vice Presidents


- Are responsible for organising the next International CESH Congress and for the publication of the Congress Proceedings.



2.5. The General Secretary and Treasurer


- Fulfil the usual duties as shown in Article 6 of the Statutes.



3. Functioning of CESH


3.1. Annual General Assembly


The members with up-to-date subscriptions only are invited by email at least 30 days before; this notice will also be posted on the website of CESH.


The voting modalities are proclaimed before each ballot.


At the request of one of the members, voting may be carried out by secret ballot.


A Recorder for the session is designated at the beginning of the General Assembly. He/she records the minutes of the General Assembly.


No votes by proxy are permitted. Decisions are made according to the majority of the members present.



3.2. Extraordinary General Assembly


An Extraordinary General Assembly may meet in the event of an essential modification of the Statutes or as the occasion may require.


All members with up-to-date subscriptions only are invited by email at least 30 days before the scheduled date.


The vote is held by secret ballot.


No votes by proxy are permitted.


Decisions are made according to the majority of the members present.



3.3. Annual Subscriptions


Members and Fellows must pay an annual fee.


Its amount is to be determined annually by the General Assembly on a proposition of the Directing Council and of the Treasurer whose vote cannot be overruled.


Students and Unemployed are entitled to a 50 % discount.


The annual fee must be paid before 30 May of the current year in order for the member to be entitled to a discount of the Congress fee or before the General Assembly in order to be able to vote. In the latter case there is no discount of the Congress fee.


All fees paid to CESH are non-refundable. No fee shall be refunded during the year in the event of resignation, exclusion or death of a member.


Those who pay their fees during the year and according to the Statute conditions shall be deemed to be members.


Fellows must pay their annual fees. In the event of non-payment of one or more year’s fees, Fellows shall lose their status as an active Fellow (i.e. passive Fellows have lost all their rights). Fel-lows must pay all their arrears in order to regain their status of an active Fellow and regain their rights. This also holds for all CESH members who can only benefit from this provision once. All CESH members permanently lose the status of an active member should that happen again.



3.4. Expenses


Members of the Directing Council (only!) can have parts of their travel expenses for attending an International CESH Congress refunded according to the current official rates on the proposition of the Directing Council and of the Treasurer, whose vote cannot be overruled. A refund can only be granted if the applicant does not receive any financial aid from a secondary source.



4. International Annual CESH Congresses


4.1. The Scientific Committee of CESH Congresses


The CESH President in Office is a member of the Scientific Com-mittee of every International CESH Congress. In collaboration with her/him, the local organisers decide on the composition of the Scientific Committee.



4.2. The Choice of the CESH Congress Venue


The choice of a Congress Venue is decided during the General Assembly.


In the event of a change, after the General Assembly’s decision (cancellation of the intended International Congress), the Directing Council shall have full discretion to decide on a new venue for the CESH Congress.


4.3 Conditions of Candidature for CESH Congress Organizers


The candidature for International CESH Congresses is presented to the vote of the General Assembly, if possible already two years before its intended date.


It shall be presented by a member of CESH with the endorsement of a university.


One year before, the local organisers shall present the pro-gramme-outline (with a proposed topic/theme) abiding by the schedule of International CESH Congresses.


The local organisers must provide:

- travel and accommodation costs for two guest lecturers,

- a hall for the assembly and four rooms for simultaneous sessions,

- a reasonable registration fee (about 100 to 120 € ) and relatively cheap accommodation in order to encourage the presence of young researchers,

- the Congress advertisements and invitations,

- the publication of Summaries and Proceedings, and

- an Official Opening and Closing Ceremony.



4.4. Standards of Publication


CESH has its own standards and Authors’ Guidelines in eight different European languages. The local organisers can only deviate from and change them if absolutely necessary, provided that they present slight alterations to the General Assembly along with their candidature.



4.5. Official Languages of the International CESH Congresses and Publications


All European languages are allowed for communication: but participants are asked to answer questions after having read their papers either in French, in English, or in the language of the host.


All European languages are accepted for publication of the Proceedings.



5. Scientific Activities and Grants


5.1. Awards


Candidates for Awards must forward their papers to the local organiser according to the modalities previously specified by CESH and the Scientific Committee.


Papers are sent to the local Scientific Committee by email thirty days before the International CESH Congress.


Two Recorders, as proposed by the Presidents of the College of Fellows and of the Scientific Committee, are designated for each article.


After having heard the Recorders, the members of the Scientific Committee shall vote on the best contribution for each Award.



5.2 CESH Annual / ESSH


A journal entitled European Studies for Sports History (ESSH) is published on a regular basis and is the official organ of CESH.


The General Assembly shall appoint an Editorial Board and a Scientific Committee the members of which are chosen from among the Fellows of CESH who are prepared to join in and further (sports) historians of an undisputed scholarly reputation.


The Directing Council shall appoint an editor according to his/her proficiency and availability in the field of historical sports science.


CESH must ensure the promotion of this journal through all possible means.


All European languages are accepted. Authors’ Guidelines in eight different European languages are listed on the CESH website.



6. Miscellaneous Provisions


6.1 Modification of the Interior Regulations


The Interior Regulations are drafted by the Directing Council and then ratified by the General Assembly.


The new Interior Regulations are sent to all members of CESH by email one month after their ratification and publication in the draft minutes of the relevant General Assembly.



6.2 Eligibility


A President of CESH cannot be elected twice.




The Interior Regulations become valid by 18 September 2009 after a draft by Angela Teja and Jean-François Loudcher on 2 May 2006 and a revision in September 2007 in Rome, additions by Joachim K. Ruehl in June 2008, and amendments by Joachim K. Ruehl and James Riordan in June 2009. They have been posted to all paid-up CESH members by the President on 18 June 2009 and unanimously approved and ratified by the General Assembly in Pisa / Italy on 18 September 2009.
